Action Item ST2-KO-1: Douglas Cripe and Hans-Peter Plag will monitor the discussion concerning acceptance criteria for and status of POs and will inform the Task Team when decisions are reached by the GEO Plenary. Responsible: Douglas Cripe, Hans-Peter Plag, Deadline: 2009-12-31.

Status of Action Item ST2-KO-1: Close.
Report: For GEO-VI, the GEO Executive Committee had prepared a document on the " Role of Participating Organizations " (denoted here as RPO). The RPO reviews the current situation and refers to the relevant statement in the GEOSS 10YIP, which states: " Membership in GEO is open to all member States of the United Nations and to the European Commission. GEO welcomes, as Participating Organizations, intergovernmental, international, and regional organizations with a mandate in Earth observation or related activities, subject to approval by GEO Members. GEO may invite other relevant entities to participate in its activities as observers. " The RPO clarifies: " The specific added value of Participating Organizations should therefore flow from their ability to contribute meaningfully to the work of creating GEOSS in the following ways:

  • facilitating Earth observation capacity building activities among GEO Members, in concert with GEO Participating Organisations;
  • contributing data, information, systems and expertise to facilitate the implementation of GEOSS;
  • contributing to specific tasks in the GEO work plan."
THE RPO then notes for the Plenary: " The Executive Committee recommends that GEO reserve Participating Organization status for those organizations most capable of contributing meaningfully to GEOSS implementation " and provides a number of criteria that an organization should meet in order to be accepted as PO or Observers. The document was accepted by the GEO-VI Plenary. The discussion made clear that organizations should preferablt contribute through their member countries, but if that was not practical, organizations able to contribute meaningfully to GEO and Reported on 2010-03-16 by Hans-Peter Plag.

Action Item ST2-KO-2: All Task Team members will gather information on approaches to citation rules and credits for acknowledging data established and applied in relevant organizations they are linked to, and they will submit this information to Stuart Marsh for the preparation of a summary report. Action Item ST2-KO-3: All Task Team members will gather information on best practices in quality assurance and quality assessments for data sets and products made available through relevant organizations they are linked to, for example, the world space agencies (CEOS), ICSU World data centers, global observing systems, etc., and they will submit this information to Hans-Peter Plag for the preparation of a summary report. Action Item ST2-KO-6: Douglas Cripe will work with the GEO Secretariat to get a web-based slide library with high-level slides about GEO and GEOSS started for free down-load by those who would like to compile a presentation including information about GEO or GEOSS. Status of Action Item ST2-KO-6: Obsolete.
Report: It is not clear how this will be followed up. For the time being, this activity is stalled.

In 2009, the Director of the GEO Secretariat rejected the idea of having a publicly available slide library for two reasons:

  • The Secretariat wants to keep some sort of control over what is being presented under the GEO logo; if Powerpoint slides were made available to anyone who came along, things might pretty quickly turn chaotic.
  • GEO presentations are constantly being updated by each member of the Secretariat staff. It would require a lot of overhead to make sure the large numbers of slides were always up-to-date.
However, the GEO Secretariat Director has instructed the staff to be ready to provide assistance to requests for presentations, but only on an individual, case-by-case basis.

As a consequence, the GEO Secretariat does not intend to support the task in setting up this slide library. The Task Team has to decide whether the slide library should and can be set up without the support from the GEO Secretariat. Reported on 2010-10-27 by Hans-Peter Plag.

Action Item ST2-KO-7: Russell Lefevre will identify one or two compelling examples in the Water SBA that would show how GEOSS works and supports or benefits from science and technology communities, and he will report these examples to Hans-Peter Plag using the agreed upon template. Action Item ST2-KO-8: Hans-Peter Plag will contact Jim Caughey, WMO, and ask him to contribute to the identification of one or two compelling examples for Activity 3.3 in the Weather SBA. Responsible: Hans-Peter Plag, Deadline: 2009-08-06.

Status of Action Item ST2-KO-8: Done.
Report: Hans-Peter Plag sent a mail to Jim Caughey. He responded that he did not yet see any compelling examples. So far GEO had been of assistance by co-sponsoring meetings/workshops, for example the African THORPEX meeting, which was held at ICTP from 5-9 Oct. 2009, and by providing wider visibility for projects and potential links to other parts of the GEO Workplan. There has also been some interaction between GEO and the EC concerning possible funding opportunities for TIGGE/GIFS but these have not yet found their way into an EC Call. Action Item ST2-KO-11: Hans-Peter Plag will contact the leads of the Energy CoP and ask them to contribute to the identification of one or two compelling examples for Activity 3.3 in the Energy SBA. Responsible: Hans-Peter Plag, Deadline: 2009-08-06.

Action Item ST2-KO-18: Douglas Cripe and Hans-Peter Plag will contact Jay Pearlman to clarify the request for experts in support of the SaveEarthGame and the process of how these experts are expected to be found. Responsible: Hans-Peter Plag, Douglas Cripe, Deadline: 2009-09-07.

Status of Action Item ST2-KO-18: Close.
Report: Hans-Peter Plag contacted Jay Pearlman and was informed that the experts would have a mere advisory role. They might get some calls/emails with questions from those preparing games. However, no final decision was made how these experts could be identified.

However, subsequently, no experts were nominated, and it is not clear how the issue was resolved. Reported on 2010-03-16 by Hans-Peter Plag.

Action Item ST2-KO-19: Douglas Cripe will discuss with the Director of the GEO Secretariat to possibility to have the Director give a presentation at the 2009 Conference of the International Association of Universities (IAU). Responsible: Douglas Cripe, Deadline: 2009-08-30.

Status of Action Item ST2-KO-19: Open.
Report: No presentation was given at the 2009 Conference. It is now proposed to aim for a presentation at the 2010 Conference, which will take place at the Mykolas Romeris University, Vilnius, Lithuania on June 24 to 26, 2010. Action Item ST2-KO-20: Steffen Fritz and Stuart Marsh will develop proposals for an approach to identify candidates for activities that should be transitioned from a research stage to a more operational stage and provide these proposals to the task team. Report: Steffen Fritz and Stuart Marsh discussed the proposal in Washington and provided notes .

Hans-Peter Plag reported that at a NASA Sea Level Workshop in Austin, TX, on November 2-4, 2009, he had a chance to talk to several people involved in ARGO. ARGO was proposed by David Halpern as a good example for the transition. Josh Willis (joshua.k.willis@jpl.nasa.gov) will work with a few people to prepare a proposal why ARGO should be transitioned from an (uncertain) research infrastructure to a sustained operation (note the language: Carl Wunsch had a lot of problems with the term 'operational' and suggested that we use 'sustained operation' instead). This proposal could then be discussed in the task team, and, if approved, be submitted to the STC. The STC would then have to decide whether this candidate would be recommended to the Plenary (hopefully in 2010) for discussion/endorsement. It is hoped that the proposal will be available for the STC-13. Reported on 2010-03-16 by Hans-Peter Plag.

Action Item ST2-KO-21: Stuart Marsh will ensure that the question of a series of GEO/STC conferences focused on scientific issues is considered at the GEO/IGOS-P Symposium in November as a possible way of progressing the IGOS-P approach in the frame of GEO. Responsible: Stuart Marsh, Deadline: 2009-11-30.

Status of Action Item ST2-KO-21: Obsolete.
Report: Stuart Marsh reported that he raised this informally in Washington, with a number of people, and it also came up in STC-12. It was suggested that the STC reviews the GEO-IGOS Achievement Symposium before planning another one; e.g. from the STC minutes: "S. Minchin suggested waiting to see how the IGOS-P symposium proceeds on November 19. He offered to bring a report of that event and a proposal for the task symposium to the March STC meeting." However, at the time of STC-13, the GEO Secretariat had already gone ahead with the planning of a Work Plan Meeting. This was discussed at STC-13, and the question how the STC could influence the May meeting was raised, although not with a very clear answer.

The GEO Work Plan meeting did not turn out to be anything near to a science-focused meeting comparable to the IGOS Theme team meetings. Reported on 2010-03-16 by Hans-Peter Plag.
