Report: During STC-16, Hans-Peter Plag again raised the question of how candidate activities for a transition from research to operational could be promoted in GEO. He motivates the question by the fact that Activity 4.3 of ST-09-02 is aiming at the identification of such candidates. However, this activity only makes sense if there is a process to promote such candidates after a thorough assessment withing in GEO. The STC made clear that the STC cannot promote such candidates, e.g. in the GEO Plenary. Since ST-09-02 has not direct link to the GEO Plenary, the ST-09-02 Task team should consider to develop its own promotion for activities that are considered of long-term importance. Such promotion could be through leaflets distributed at GEO Plenary meetings and Ministerial Summits, through publications, and through other means to be developed.
