The final version of the draft GEOSS Citation Standard will be made available on March 2, 2011 as doc . This draft will be up for acceptance during the telecon before it then is passed on to the STC for further handling.

The minutes of ST2-T2 (see draft minutes ) were accepted without changes. The draft agenda was accepted without additions. The action items (see AI List ) were discussed as follows.

Concerning

Action Item ST2-T2-1: Douglas Cripe will discuss with the Director of the GEO Secretariat whether a letter can be sent to the International Association of Universities (IAU) offering a dialog between GEO and IAU related to Earth observation and GEOSS in education, including capacity building through education in developing countries. Responsible: Douglas Cripe, Deadline: 2011-04-30,

it was agreed that Hans-Peter Plag will draft the letter.

Action Item ST2-T3-1: Hans-Peter Plag will draft a letter from the GEO Secretariat Director to the IAU, which will invite IAU for a dialog with GEO, potentially under the lead of the STC. Responsible: Hans-Peter Plag, Deadline: 2011-04-15.

Stuart Marsh reported that

Action Item ST2-T2-2: Stuart Marsh will follow up with Rob Koopman and Ian Jackson to ensure that a revised proposal for the compelling example "OneGeology" is submitted. Responsible: Stuart Marsh, Deadline: 2011-04-30,

is followed up and that a proposal most likely will be submitted after the EGIDA workshop on compelling examples. This workshop will take place on April 18-19, 2011 in Rome.

Action Item ST2-T2-3: Hans-Peter Plag will send a request to the Task Team for comments on the draft GEOSS Citation standard with deadline 28 February 2011. He will then prepare a revised draft and make this available for T3. Responsible: Hans-Peter Plag, Deadline: 2011-01-31,

Action Item ST2-T2-4: All are asked to send comments on the Draft Citation Standard to Hans-Peter Plag and Ian Mccallum. Responsible: All, Deadline: 2011-02-28,

Hans-Peter Plag informed that only one response had been received from Task Team members: Bente Lilja Bye had expressed her consent with the draft. In addition, a call for comments to the UIC co-chairs resulted in a comment from Kathy Fontaine, who found the draft well developed but requested that it would be made clearer which part of the draft were taken from the ESIP/IPY documents and which parts were developed by EGIDA. Therefore, no new draft had been prepared for T3. Prior to T3, Hans-Peter Plag asked Ian Mccallum to provide a preamble that would explain the origin of the draft in more detail.

Hans-Peter Plag reported that in response to

very few inputs had been provided. Therefore, the main work load in compiling the GEO label document was on him, and this had delayed the production of a draft for the discussion.

Action Item ST2-M2-8: Vojko Bratina will invite an additional proposal for a compelling example. Responsible: Vojko Bratina, Deadline: 2010-10-15,

Vojko Bratina reported that he was working with the project leads of energy and health related projects to fac proposals for compelling examples.

As reported earlier, due to a lack of input from Task team members and other reasons, there is a delay for

Action Item ST2-M2-9: Hans-Peter Plag will updated the draft GEO label document based on the discussion during the ST-09-02 Task Team meeting and distribute the document to the Task team for comments. Responsible: Hans-Peter Plag, Deadline: 2010-10-31.

2 Acceptance of Draft GEOSS Citation Standard

The basis for discussion was the version distributed prior to the telecon, which was also available as doc .

As a result of the discussion, it was agreed that there should be a few more days until March 8 to submit comments. If additional comments would be provide, Hans-Peter Plag would compile a new draft and make this draft available for an e-mail consensus.

Action Item ST2-T3-2: Hans-Peter Plag will inform the Task team members that additional comments on the draft GEOSS Citation Standard can be sent to Hans-Peter Plag by March 8, 2011. Responsible: Hans-Peter Plag, Deadline: 2011-03-04.

Action Item ST2-T3-3: If by March 8, 2011, comments are submitted that require a edit of the draft GEOSS Citation Standard, then Hans-Peter Plag will prepare a new draft and make this available for e-mail consensus by the Ta Responsible: Hans-Peter Plag, Deadline: 2011-03-10.

Action Item ST2-T3-4: Douglas Cripe and Stuart Marsh will inform the STC Co-Chairs that ST-09-02 will provide a Draft GEOSS Citation Standard prior to the STC meeting in Sydney for further handling by the STC. Responsible: Douglas Cripe, Stuart Marsh, Deadline: 2011-03-15.

Action Item ST2-T3-5: Hans-Peter Plag will provide the Final Draft GEOSS Citation Standard to Douglas Cripe for distribution to the STC Co-Chairs and the STC. Responsible: Hans-Peter Plag, Deadline: 2011-03-20.

3 Outreach plan, list of science conferences and related activities

Hans-Peter Plag reported briefly that Russell Lefevre had prepared a draft outreach plan. This plan will have to be discussed by the ST-09-02 Task team. He also pointed out that an initial list of Science and Technology conferences had been started at http://www.geo-tasks.org/meetings_sandt . However, input for this list would have to come from ST-09-02 Task team members. A call to the STC members for input to a meeting list issued by Russell Lefevre had not been successful. Therefore, Hans-Peter Plag asked the ST-09-02 Task team members to commit to specific SBAs, particularly those that are not traditional covered by the ST-09-02 Task team members. This resulted into:

Hans-Peter Plag committed to maintaining the initial web page. However, he pointed out that with very little resources, a simple interactive web page could be designed so that Task team members could easily publish information on meetings by themselves. This resulted into:

Action Item ST2-T3-7: Hans-Peter Plag will discuss with Russell Lefevre the possibility to have some resources for the development of a simple interactive web page that would allow ST-09-02 Task team members and other authorized persons to publish information on science and technology conferences. Responsible: Hans-Peter Plag, Deadline: 2011-04-20.

Bente Lilja Bye pointed out that INSPIRE has a good list of meetings that could be harvested. Vojko Bratina expressed concerns that EGIDA might not be broad enough to cover all SBAs and requested to look for other resources.

4 GEO Label

Since there was no draft document to be discussed, some general aspects were discussed. Bente Lilja Bye emphasized that there were many different approaches to labeling that need to be considered in the document.

Hans-Peter Plag mentioned several comments he had received from partners in the GEOVIQUA project, which indicated that GEOVIQUA was focusing on the quality aspect of a label. Veronica Guidetti explained that it was not clear how to deliver the quality information in form of a label. She informed that GEOVIQUA intends to work closely with EGIDA and ESA to develop these aspects. She emphasized the importance of accreditation and certification of Earth observation data. Dan Cornford commented on the difficult issue to decide what to base the label rating on, and informed that GEOVIQUA is working on ideas to be discussed with EGIDA.
