Analysis of Vulnerability and Asset Assessment

The sketch shows the top-down approach to the analysis of the two application vulnerability assessment and asset assessment. Both application depend on inventories of the assets distributed in space. These maps include both the built environment and natural resources, as well as information on socio-economic services of these assets. The asset assessment will attach an economic value to all these assets. Ideally, the vulnerability assessment will take the inventory and determine the vulnerability of each asset to potential hazards based on a database of vulnerabilities for all potential assets and hazards.

Looking at the current contents of the URR based on a graphics with vulnerability assessment in the center, we notice that the link between risk assessment and vulnerability assessment is complemented through the requirement vulnerability map, while the link between asset mapping and risk assessment does not show the requirement for maps of asset value. Likewise, the requirement for risk maps is not yet linked to risk-based planning.
