Adding Details for ICZM

At higher levels, requirements become increasingly important. However, adding these to the already complex diagram of the first four to five layers of applications within ICZM would render the diagram unreadable. Therefore, adding the requirements (and also user types and the other needs) is better done in a local approach. Moreover, fleshing out the details of some of the higher level application also requires a more local approach.

For example, risk-based planning, which is relevant for administrative planning and development, infrastructure protection, and natural resource protection, has a far more complex structure than could possibly be depicted in the main ICZM structural diagram. We explore this example in more depth in the risk-based planning example.
